What distinguishes a genuinely excellent city?
What about the people? What about the food? Perhaps the transportation connections?
Every year, Resonance Consultancy examines cities with populations more than one million in order to determine which cities are the best.
To create these rankings, the team considers a wide range of characteristics, including safety and employment levels, as well as the quality of the arts scene and cultural variety.
As a consequence, Resonance has prepared a list of the top ones for 2023, although it’s worth noting that the locations they’ve listed are also among the most costly – especially amid a cost-of-living crisis.
This year, London tops the rankings, followed by Paris in second and New York in third.
London was praised for its jam-packed summer of festivities last year (including the Queen’s Platinum Jubilee, Royal Ascot, RHS Chelsea Flower Show, Wimbledon, and more), and experts praised its capacity to recover from the epidemic.
While Paris has been lauded for its pedestrianism and outdoor life.

- Barcelona, Spain
- Rome, Italy

- Amsterdam, Netherlands
Honourary city: Kyiv, Ukraine
Similarly, the study emphasised New York’s expanding cultural offering, including new museums and hotels.
Tokoyo, Dubai, Barcelona, Rome, Madrid, Singapore, and Amsterdam are all on the list, as are the typical suspects.
So, with the list including largely of major cities, there’s no disputing these are also more expensive.
In fact, four of the top 10 cities were rated the most expensive to live in in 2021.
It’s worth noting that this year’s rankings included a ‘honorary greatest city,’ Ukraine’s capital Kyiv.
The area was lauded for its fortitude during Russia’s invasion, as well as its restaurants, nightlife, and rich history.
